Health Information Manager - FT

Summary: Direct, plan, coordinate and administer health information program ensuring work is performed per applicable rules and regulations, Illinois Department of Public Health and state laws regarding privileged information.  Work collaboratively with administration, physicians, other departments (particularly nursing service and business office), 3rd party payers, attorneys and IDPH surveyors.  Manage compliance with Health Insurance Portability and Accountability Act (HIPPA) Privacy Rule including implementation, maintenance and adherence to organization plans policies and procedures relating to confidentiality of protected health information (PHI). Act as hospitals HIPPA Privacy Officer to address complaints of HIPPA violations.

Essential Duties and Responsibilities including but not limited to:

  1. Meet requirements for standard health information practices.  IDPH for health information management and medical staff by-laws.
  2. Report to medical staff regarding any incomplete and delinquent charts as well as new requirements. Supervise chart reviews for deficiencies and report physicians with delinquent charts.
  3. Supervise and coordinate compiling, analyzing, coding and scanning of permanent records of patients, and ensuring that medical records are complete and accurate.
  4. Train staff in coding, scanning, preparation and display of information, transcription, medical terminology nomenclature, disease classification, computer services and initial and ongoing training on healthcare information privacy standards.
  5. Supervise and monitor release of confidential information in accordance with item 1 above of privileged information for requests from insurance companies,  attorneys, patients and subpoenas.
  6. Compile and prepare statistical information and registers for ancillary services, medical staff and its committees, accreditation agencies, state agencies and administration.
  7. Provide diagnosis codes to Patient Financial Services Department to expedite filing on insurance claims for patient services rendered.
  8. Perform initial HIPPA risk assessment and determine level of hospital compliance.
  9. Develop and implement an audit program to track PHI that flows through hospital.
  10. Develop and implement procedure for receiving, investigating and resolving complaints about plans privacy policies and procedures.
  11. Supervise, evaluate, discipline, motivate, provide direction and develop staff via training and education opportunities.
  12. Participate in budgeting process and account for budge expenditures and variances.
  13. Submit periodic reports on operations, benchmarks, goal attainment and staffing requirements to CEO and others and statistical reports to IDPH as required.
  14. Appear in court upon receipt of subpoena to testify on authentication of medical records.
  15. Coordinate with legal counsel, management, relevant departments and committees to create and maintain required documents including plan document amendments, authorization forms, notices and other required materials.

Minimum Qualifications:

Education: High school graduate with certification as RHIT or RHIA and meet required continuing education hours of AHIMA

Experience: 3 year manager experience in hospital setting preferred.
